CONTEXT:
The circular has specified that no penalty would be imposed if the central funds are not available with the State.

PRELIM AND MAINS :
Background :
Due inefficiency, lack of transparency, leakage, favouritism and corruption at various levels led to the shutting down of the rural housing scheme IAY (Indira Awaas Yojna).
So, IAY has been revamped into Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) with effect from 1st April 2016.
About PMAY-G :
It is one of the flagship programmes of the Government of India with the objective of providing “Housing for All” by the year 2022.
The Ministry of Rural Development launched it.
Ministry Involved: Ministry of Rural development.
Aim: To provide a pucca house with basic amenities to all rural families, who are homeless or living in kutcha or dilapidated dwellings by the end of March 2022.
To help rural people Below the Poverty Line (BPL) in the construction of dwelling units and the upgradation of existing unserviceable kutcha houses by providing assistance in the form of a full grant.
It is a social welfare program through which the Government provides financial assistance to houseless beneficiaries identified using SECC 2011 data to help them construct a house of good quality for their personal living.
Under PMAY, the cost of unit assistance is to be shared between Central and State Governments in the ratio of 60:40 in plain areas and 90:10 for North Eastern and hilly states.
The program envisages the completion of 2.95 crore PMAY-G houses with all basic amenities by the year 2022.
